As a non-EEA student,I have 2-year work permission after graduation in Ireland.Can I apply for 3-year graduate program?

Have a look at this page for open positions for graduates https://careers.allianz.com/Ireland/go/Graduates-Ireland/5144701/, the positions normally mention the eligibility and skills needed. Perhaps you can apply with your existing work permit to know more on your application.
